The former chair of the Advisory Committee on the Framework Convention for the Protection of National Minorities says: “The models in Europe have not been really successful in managing the newcomers.
“The issue is whether, drawing from some of the positive lessons from the area of minority rights, something can also be applied to migrant issues. Traditional approaches have failed and have shown that they are flawed.”
Professor Palermo is taking part in today’s diversity and minority rights conference in Strasbourg.
