In his human rights day (10 December) message, Secretary General Thorbjørn Jagland will focus on the explotation for political purposes of Europe’s lesbian gay, bisexual and transgender (LGBT) people.
Jagland will point to the progress made in the campaign against discrimination but will warn that politicians in some member states are still inciting homophobia and transphobia in a bid to win more votes.
The Secretary General will urge political leaders to recognise that human rights are for all or they are for none.
The Council of Europe now has an LGBT rights unit to coordinate the campaign against homophobia and transphobia in Europe.
