A cooperative framework to ensure a stable and open Internet combined with freedom of expression and access to information has been outlined by the Council of Europe.
On 21 September, the Committee of Ministers adopted two recommendations and two declarations which set out how the organisation aims to protect and promote the universality, integrity and openness of the Internet.
A delegation will discuss these proposals with other Internet stakeholders at the Internet Governance Forum (Nairobi, 27-30 September).
